I have an HF amp that produces 1KW.
I run this thru a bi-directional coupler with -30db forward port. I
need to build an ALC circuit to turn my driver down when the amp begins
to overdrive. My exciter external ALC circuit expects to see 0Vdc when
no turn-down is needed, and up to -4Vdc when the amp reaches distortion.
I need a circuit that will take an RF signal in the HF band and develop
an adjustable 0 to -4Vdc out. Any ideas or sources. Thanks very much.

Check out Analog Devices - they have
some excellent RF-to-DC converters.

Yes AD. they have linear and logrithmic ICs
