I am using terminal
block connectors to bring DC power to my circuit operating at 1GHz,
the +ve terminal will attach to a PCB trace to provide biasing through
RF chokes to an amplifier and the -ve terminal will simply attach to
the ground plane, (its a double sided PC board). Will connecting the
power supply ground to the PCB ground plane in one location be enough?

Check Motorola
application notes - they often have complete designs for emulation.
Good Luck!
